La France bloque la surveillance des droits de l’homme au Sahara Occidental


New York, le 28 avril 2010 –

Le conseil de sécurité s’apprête à examiner demain une nouvelle résolution destinée à prolonger le mandat de la MINURSO – la Mission des Nations Unies pour le Referendum au Sahara Occidental – Le front POLISARIO dénonce fermement les efforts faits par la France pour bloquer les propositions visant à établir un mécanisme de vigilance et de protection des droits de l’Homme au Sahara Occidental.


La France a œuvré activement pour protéger le Maroc de tout contrôle international sur ses abus graves et répétés des droits de l’homme en territoires occupés du Sahara Occidental. La première vice-présidente de l’Espagne, María Teresa Fernández de la Vega, a confirmé lundi dernier à l’ONU que l’Espagne est en faveur de l’inclusion de la surveillance des droits de l’homme au mandat de la MINURSO.


Le rejet par la France des droits de l’homme au Sahara Occidental est en contradiction absolue avec le statut affiché d’Etat fondateur du mouvement moderne des droits de l’homme. La position de la France est méprisante de l’avis soutenu d’un grand nombre de membre du Conseil de Sécurité des Nations Unies, de la nécessité de répondre aux préoccupations sur la question des Droits de l’Homme au Sahara Occidental de façon substantielle.


Les atteintes aux droits de l’homme par le Maroc se sont intensifiées à un point tel que c’est maintenant la principal pierre d’achoppement dans les négociations entre les deux parties, le Front POLISARIO et le Royaume du Maroc.


Les actions de la France sont un vote contre les droits de l’homme et un vote contre la résolution pacifique du conflit qui dure depuis 35 ans pour la décolonisation du Sahara Occidental.


Les MINURSO est la seule mission actuelle des Nations Unies, dont le mandat ne comprend pas la surveillance des droits de l’homme. Dans un rapport de 2006, gardé secret par la France et le Maroc, le Haut Commissaire des Nations Unies pour les Droits de l’Homme lui-même a recommandé d’établir d’une surveillance internationale des droits de l’homme au Sahara Occidental.

“FRANCE BLOCKING HUMAN RIGHTS MONITORING IN WESTERN SAHARA”


 

New York, 28 April 2010 – As the Security Council prepares for tomorrow’s consideration of a new resolution to extend the mandate of MINURSO – the UN Mission for the Referendum in the Western Sahara – the Frente POLISARIO strongly denounces ongoing efforts by France to block proposals to establish a mechanism to monitor and protect human rights in Western Sahara.


 France has worked actively to shield Morocco from any international scrutiny of its serious and repeated human rights abuses in the occupied territory of Western Sahara.  Spain’s Deputy Prime Minister Maria Teresa Fernández de la Vega confirmed at the UN on Monday that Spain supports human rights monitoring as part of MINURSO’s mandate.


France’s rejection of human rights for Western Sahara is in direct contradiction to its self-proclaimed status as a founder of the modern human rights movement.  France’s position is also dismissive of strong views from a number of members of the Security Council that the UN must address human rights concerns in Western Sahara in a substantive way.


Morocco’s human rights abuses have escalated to such an extent that they are now the major stumbling block in the negotiations between the two parties, the Frente POLISARIO and the Kingdom of Morocco. 


France’s actions are a vote against human rights and a vote against the peaceful resolution of the 35-year-long conflict over the decolonization of Western Sahara.

 

MINURSO is the only contemporary UN Mission without human rights monitoring as part of its mandate.  In a 2006 report kept secret by France and Morocco, the UN’s own High Commissioner for Human Rights recommended that international human rights monitoring be established in Western Sahara.
